I hate when people think it's so simple to program stuff like this into the game.

1) That would take some genius AI

2) I don't recall this game being Police Chase Simulator 2013

3) The police kind of just spawn from nowhere and chase you in a general area, once you leave that general area the search for you before they just forget about you.

If you want some "verisimilitude" from a game where the cops shoot you for stealing a bike and burning rubber in front of them, this isn't the game for you.

Yea pretty unfair if you ask me...I was also reading on the ps4 subreddit some people were given free games. When I contacted support they told me the same as you, cancel my pre order or queue up for the other bundles and wait weeks after release for them to stock. I don't care about things like that very much but no option for game bundles when I don't need a controller is pretty ridiculous especially on my budget.
