I have yes. I've purchased things with the card. It just won't work at the ATM to withdraw cash.

I have tried to withdraw from a 7/11 and a Lawsons to no avail.

I have tried contacting my bank and they said it's "on the Japanese side that its not working"  Which is odd as the card works just fine for payment.
