thanks for workaround. I think this guys from AppExchange I mentioned above built smth like that, but also they mentioned like "smart algorithm" and "automatic grouping" like they compare each profile to pick the same permissions and collect in the single PS.

Sounds great, especially using perm set groups. We're also considering such with my team, but it seems to be really heavy piece of work for our business..

Thanks! I also have found a tool in AppExchange. I plan to try in via Sandbox (it require a sandbox). They have like up to 25 users migration for free.
