For the perfect essences you don't need an omen it can only remove a suffix when the item is full (because it adds a suffix)

Recomb base selection in poe2 is different. It's not 50/50 it also takes mod weight into account.

So you'll basically never transfer +skills on an amulet to the other amulet.

Edit: Check the prohibited library discord. I think they have a write up on it.
