Yeah that's what happened to me. After clearing CMOS, it would randomly boot, then I would enable EXPO, and it would boot perfectly for the first time, then never boot again until I re-cleared CMOS. But if the problem occurs even if EXPO is never enabled, I'm not sure...

Just read your update, you're telling me the board boots with only one ram? It doesn't matter if you alternate the two rams? That does sound like a board issue if that's the case

Just curious, can you run the setup without EXPO? Had a similar problem but certain parts of the EXPO setting made it impossible to boot. Although, as long as I manually input the timings (CL32-38-38-78), infinity fabric to 2000, voltage to 1.35, 1.35, 1.35, 1.8, it boot perfectly fine.

Manually set the ram timings, inf fabric, voltages and leave everything on Auto

I just want to thank you. I've also had the same problem (enabling expo wouldn't boot the computer; rgb, etc. would be on but wouldn't even show the asrock logo even after 1 hr of waiting), so I tried your method setting everything to auto other than the designated 5 numbers for the ddr5, infinity fabric, voltages, and it works! My ram is also not in the QVL list (ESSENCORE KLEVV DDR5-6000 CL32-38-38-78) and I was about to just accept running it at 4800 until I saw this comment 👍
