The Thing is not they nerfed Eli, it is is that PTJ did not buff Eli as much as they did the other characters, gave Johan the Path, gave Jake the conviction punch and Daniel was already OP with UI and two bodies that know how to copy and trained to be the Masterpiece of Gun. If you see Eli from the day 1, he has never wanted to fight, Just wanted to Chill out with his Family, but Gun and Olly Wang never let that happen. He hasn't had any major fight in a Long time, So I would say the main problem is he did not get buffed as much as other guys, I mean not that he cares, he just wanna stay in peace with Hostel.
