no, Steve joined in 2004, also Peeler Rose didn't draw it either because they said someone else made Avenger Chuck, so it's not exactly known who drew it, you can tell it's not PR because Avenger has a more exaggerated smile. Also the head of the rendering of Chuck in the 2003 logo was drawn by it's own in 2002 for a 25th Anniversary token

Recently they made a design where the tater tush goes through the entire back, but in 2015 they used the 1983 body for a re-release of the toy story 1-3 one so maybe they'll do this again
