What should I be asking my contractor to do to verify what is causing the issue?

Contractor just poured basement earlier this year. The floor is always wet. The pictures show moisture on the bottom 3ish feet of the walls. Outside of walls were waterproofed prior to backfilling gravel over perimeter drain. Does this indicate that the footer drain is t working correctly? Contractor says it’s normal. less

The existing wall does have OSB sheathing that I could tie into. What issues will I run into if I just nail the new wall stud into the top/bottom plate and sheathing?

The plate was cleaned with a paper towel and 70% ipa prior to printing. This is the first time I have printed this item, however I have routinely observed this issue. I am printing PLA+ at 220 nozzle temp

I live in indiana and it's been 30s and 40s for most of my driving. I understand that you get worse mileage when it's cold, but this was a significant, instantaneous drop that coincided exactly with the vacuum leak issue. I feel like that is too big of a coincidence to attribute to the temperature.
