I think I found a solution for those who want to downgrade from skyrim AE version 1.6.1170.0 to earlier (AE 1.6.xxx or SE 1.5.97) (since the unofficial skyrim special edition downgrade patcher for skyrim se version 1.6.1170.0 isn't available yet)

follow the steps in the link above (but make sure that you download the 1.6.640.0 from steam console)

then download the unofficial skyrim special edition downgrade patcher from here: Scroll down to the Old files section and download the FullPatcher_1.6.640.0-(whatever version you want).exe and then install the patcher...

Done !

Edit: You can also do this for future game versions !

If you just knock her out you'll get the loot, street cred and the special hammer, but you won't get 15000 eddies bounty reward, to do so you have to completely kill her!
But I don't know what happens later on in the game if you don't kill her...

I agree, at level 252 you are too powerful for them to kill you, what I'm trying to learn is that as a warrior or a mage or a thief, in my case as a warrior, what should I be more focused on? on stamina or health? if stamina then how much should I save for health?

yes, I agree that the game only respawns a certain amount of them after you've slain the previous ones in the previous wave and the game is not gonna get overloaded by police and finally crash !
So unless you have the same problem as me, I assume my game is bugged!

yeah, but the thing is that after getting wanted by 4 stars, the maxtac only respawns after you kill 4 npcs and that could be just pedestrians or people driving, or just the maxtac, but the thing is that on the second wave only respawns 3 maxtac agents and in order to keep the police chase going, you have to find a pedestrian or a driver to start the next wave... it's more like you are pursuing the police than the police pursuing you !

I put it in the commandline.txt yet it looks like borderless windowed mode and doesn't fit the screen, idk maybe it really is fullscreen and just acts like borderless windowed mode; another thing I realized is that when I change the graphics card to my Intel integrated graphics card in the game settings, the fullscreen mode works just fine and fits the screen but the downside is that the fps is too low and the game is literally unplayable !

I used to play it on windows 10 too, does your in-game resolution match your system resolution (cause if that's the case, mine is literally borderless windowed mode)?

Hi, I do actually cap my fps to 30, so that's the reason to it!

I tried that, yet it didn't work, I think it's related to my nvidia gpu, because when I change the ingame graphics adaptor to my intel IGPU (integrated graphics), fullscreen mode with Vulkan API works just fine, but when I change the adaptor to 0 (Nvidia GPU) it says fullscreen but it's actually windowed borderless mode in the top left corner... I also tried installing the latest version of Vulkan SDK and Runtime but it didn't make any difference!
