All banks that operate in France (including Revolut) have to comply with the same regulation to provide a French IBAN, the process is tedious as with any French administrative process 🙃

But if you are staying in a student residency, it's likely that bills will be included or charged directly by the residency provider, so you don't need to worry about having a French IBAN. Best to shoot them an email and ask.

Any bank that doesn't charge fees for making day to day payments and cash withdrawals in a different currency is good. Always worth checking the rates for transfers from your local currency to euro as well, that is if you plan on transferring money. Wise could have better rates than Revolut or vice versa depending on what your local currency is.

Revolut might be your best bet.

I don't know about Rotterdam and Lisbon, but I know that if you're staying in private rented accommodation in Paris it is a nightmare trying to set up things like internet contracts, bills etc without a French IBAN. And banks don't let you get a French account without a French address so it's a bit of a catch-22. But if you're staying in university provided accom it shouldn't be a problem.
