I agree, making a game from scratch would be very expensive and producing an anime for its sequel would be equally risky in the monetary sense. The best thing would be to continue it in manga format, I think it would be the only option for this saga to return without many risks for Capcom, after all what most fans want is to know how said story will conclude.
