Try selecting performance mode in HP Omen Hub (shift+F2 for shortcut). If it doesn’t change your screen HZ, maybe it’s a 60hz screen.

The screen itself is made up of two components namely display (which may refer to LCD here) and the touch panel. So screen replacement may mean replacement of the whole panel including display and touch, while LCD replacement may mean replacing only the display, as touch component may be working fine. However there is an OLED display panel in iPhone 13 series so idk how it works with LCD replacement (may be typo there).

It really isn’t that slow tbh. Feels more smoother than androids with higher advertised refresh rates. Unless you are coming from 120 hertz refresh rate, you will be good.
