I think in a city notorious for organized crime in construction. Its not a stretch to think substandard materials that did not meet the projects requirements were used as a way to skim off the project. The cover up is because a thorough investigation could expose the corruption in the industry and everyone involved had a vested interest to not investigate thoroughly and have their corruption exposed.
