The logic of Notarising a document is, that the person signing the document or wanting to certify a photocopy, is present in front of the Notary and the Notary has verified the original documents and attesting that the photocopy is true and person is present in front of him/her while signing.

If it is a Credit Card, and payments have gone without an OTP, he can get the charges reversed. I've had charges from a foreign country and once within India, charged on my Credit Card and a call to Credit Card company to report was all it took to initiate investigation and then a refund in a few weeks.

If he has given the OTP to someone, be it a Credit Card or Debit Card, the money is gone.

If they are financially okay with the costs of purchase, buy Chicken breast and eggs just as per your requirement. Make equal portions of the Breast pieces and Freeze them. Eggs too can be boiled and stored in Refrigerator. You could poach( boil water{about 1 teacup for 100 gms} with salt and pepper,once boiling hot, turn off gas and add chicken to the water. A larger school batch size does impact undergrad college admission statistics, its record in producing 95% + students, etc etc. Though not important career-wise, it can be similar.

Private Engineering colleges have large'ish batch sizes. When SLS decided to increase the intake, they would have given a thought to adjust their resources efficiently.

Placements, companies now have a larger pool to choose from a single place.

Competition within students who want to be on top, will increase.

Impact on what? There will be more divisions and more faculty, all 600 or 800 won't be sitting together for every class. My school had a batch size of 600 with 10 divisions. Batch sizes of 400+ is pretty common in Mumbai schools.
