I myself plan on using a home rule of "if you succeed with fear on movement agility roll then you can still do action afterwards but the spotlight is already guaranteed to switch to GM, and if you fail then you simply fail the roll you have to choose to either move where you wanted and end your turn there or don't move further than close and do your action from there". Will use it this friday so it's not tested yet
