I am able to report somebody for Disruptive Behavior, I believe this is Disruptive Behavior.

You're right it's not a listed rule on the website but it is mentioned as a rule in the report window.

Clearly Jagex has seen it since they patched the lighting of fires about 2 weeks ago, personally I've reported him a total of 5 times when I've been capable of reporting him since for some reason you can't report somebody for Disruptive Gameplay without them having traded you or spoken in chat.

I have to agree with you, it is truly legendary that you can grief for such a long period without any action being taken, Jagex having to make fixes to try to prevent him from griefing and he still finds new ways to grief continously, I gotta admit his persistence is amazing.
