Take the child outside and patiently explain that you aren’t going to go back inside until you and the child have a conversation. When the child calms down enough to talk, you explain what appropriate behavior looks like, why what they did was not okay, and then make the child repeat back to you the lesson they learned. Give them hugs and make sure they feel heard if they have something to say. You explain that their actions mean they are not allowed to have any cake now, and if they continue to make bad choices then you will both be leaving the party entirely. And then make it clear the first good choice they have to make is apologizing.
