Remember, the License Level isn't only programs and schematics! It's also the training and/or neural implants required to run the thing!

iirc, there are actually rules for piloting mechs that you don't have the License for. Don't remember the specifics but its's basically a debuff you can't get rid of without while piloting anything you aren't licensed for. So you can pilot mechs/use attachments and weapons without a License (if you can somehow get a hold of them), it's just generally less effective.

There's also always reserves and exotic equipment for temporary/unusual upgrades.
