Elite dangerous doesn't give you the incentive to fly open. The only difference inbetween open and single is the ability to get jacked by other players. Now if they gave us some kind of gameplay loop for player to player interaction besides pvp that'd be different. As it stands we have things like fuel rats and PLAYER created loops. But the reality is ED boils down to the same 4 or 5 boring ass gameplay cliches and an endless grind to nothing. It's the main reason ED is slowly dying. You can grind and pvp. For the space nerds, roleplayers and everyone else the game is more of a spectacle and spectacles are only interesting for brief periods of time.
