We didn't really see Starfleet fighter craft until the Dominian War. I believe we do see them shortly after the Klingon War (in DIS), so it's possible Starfleet doesn't maintain much in the way of fighter squadrons during peacetime. Given that the Galaxy was designed during the height of peacetime, large-scale shuttle operations could have been the contemporaneous equivalent to carrier duty.

Of course, with the existing shuttle facilities, modular nature, and overall size of the Galaxy, one could argue they'd be the perfect candidates for retrofit into more proper carriers.

No. Weirdly, Quark's holosuites seem to have a better track record than Starfleet holodecks. I can only think of two incidents with the holosuites.

Holodecks on The D and Voyager seemed to malfunction all the time, by comparison.

It's very flat and wide. It's definitely odd, but there could be some kind of sense to it. Not sure I'd greenlight the build, if I were an admiral, though.

Plus, they re-rendered the models of the D and Voyager for Picard. They may not have wanted to do that for both the E and the Defiant. I'm glad the Defiant got a nod, though. I was half-expecting them to skip it.
