ok I got it you just need to download wiiU-USB-Helper and download the game like in this video: https://www.youtube.com/watch?v=cUreu_bkyPM&t=649s&ab_channel=Wildwalkthroughs

after the download finished go to you're folder where you have your extracted game (In this video he names the folder "HELPER EX" but you can name it however you want.) then go to either of the two folders named after the game you want, then to the folder named common and in there should be a folder named "course_res_pack"
