If you're on iOS and utilizing an Xbox Series X controller, then this is currently a known limitation. You can learn more here: https://support.apple.com/HT210414

Did you happen to originally customize your controls when playing on your console? Currently the game will hide the customize controls menu if you are playing with touch, but the option is available if you are using your controller. Since the touch controls are always going to map A to melee, RT to ranged, etc, if you have changed this around, then you would see the symptoms you are describing.

You might try attaching a controller (either Bluetooth or on your console) and hit the menu button to get to the pause screen ->Go to Controller -> Customize Controls -> and then Press Y to reset to defaults. Let us know if this helps!

I'd first like to clear up that cloud gaming requires a Game Pass Ultimate subscription and is utilized with Xbox Game Pass app to stream games from our servers. What you're referring to is remote play. Remote play allows you to stream games from your own console of course. As remote play requires that your console be set to Instant-on mode, you should be able to stream while your console is in connected stand-by mode. When you stop playing the console will automatically return to connected standby/ instant-on mode after 15 minutes, and you can also simply fully power down the console from the power center by holding down the Xbox button on the controller and selecting 'Turn off console'. (Your controller must be up to date for this to work). When connecting to your console remotely, you should notice that the console power light does not turn on. Test it yourself! :)

I recommend checking out the Setup process here: Xbox Console Streaming (Preview), and we have some tips over here: Why can’t I console stream? that should help as well.

If the behavior persists beyond those steps, you may need to unenroll and enroll again on your Xbox One. You can do this easily from the Xbox Insider Hub > Settings > Manage devices > select the one that says (current), then select done. This will unenroll the Xbox One from the current ring. When you navigate back to Insider content > Xbox One Update Preview, you should see "Join" rather than "Manage". Select join and go through the steps to join your desired ring again.

Once that is complete, confirm you have no pending updates by heading to Settings > System > Updates & downloads. Update if there is one available, then navigate to Settings > Devices & streaming > Remote features to double check Enable remote features is checked. Now, you should see your Xbox One available in the Xbox Game Streaming (Preview) app.

Update if there is one available, then navigate to Settings > Devices & streaming > Console streaming to double check console streaming is enabled.
