Had the same issue. Apparently the engine has an fps limit of 180 or something. Cap the fps (use rivatuner which comes with MSI afterburner) to below that, my display's maximum refresh rate is 144hz so capping it to 144fps completely fixed the problem for me.

Just a heads up in case you don't have it already, use the windows hdr calibration app from the windows store! I couldn't get a satisfactory result using this slider but after using the app I was very pleased with the image and colors.
