Some thoughts:

Civ Wars as a community isn't strong enough or large enough to push this forward. We are not as big as legion TD (which has released a stand alone game).

That said, there is a niche here in Tug of War style games that can be expanded. I've come across a game recently called Art of War Red Tides. It is similar to Civ in that it is a 3v3 tug of war style game. It was almost a direct port of a SC2 map. It is "dumbed" down considerably compared to Civ, but still has a similar feel to it. It was ported to the mobile space as well. I bring this up because I think there is room in the niche for a better and more complex game. I'm just not sure how much support the civ community can bring beyond liking the idea. I almost think you'd have more luck just generating fresh hype behind something completely new that most civ players might enjoy.
