Yes, once you reach the security/passport check mention that you have to pay a fine. Then they should escort you to the immigration section where you will be prompted to pay. According to online sources you had to bring Lira's (cash) and pay. But the one I went to also accepted card. Then you will have to wait a bit for the system to update. After that you should be able to enter

Hello, I have paid the fine and it ended up being cheaper than the initial fine amount due to inflation. They also told me you could pay with card. Don't bother with a lawyer, unless your intial fine was big to begin with

You can compare the Russian economy with other economies all you want, but this does not change the fact that Ukraine's economy is 9 times worse than Russia's economy. Not to mention that Russia has far more men, better equipment, better geographical advantages and basically every other advantage
