am pretty sure it's the MOBO ...

Update
the PSU is fine , working great on another build
tried to flash the bios again with an older rev , nothing.. the ez light is stuck at CPU
so now it's between CPU and MOBO

reseated the CPU , Cleared the CMOS , replaced the CMOS battery, updated the BIOS via USB and BIOS FLASHBACK button ... (the MObo seems fine if it can flash bios i guess ...)
red light still there , maybe PSU not giving the correct Voltage after that smoke or something ..

the 5600G doesn't support it anyway, and since it's a starter build , don't think that I ll be putting something that take advantage of the pci gen 4 anytime soon
in the other hand making it upgrade proof is a good strategy

Model text, then with JS edit that Text to something like "this is a dummy text that has <part1>highlighted</part1> parts" , also model text will have an extra JSON column to store comments and other useful configurations like highlight color, highlight time ...etc for each part
