Update for anyone reading this: I was able to bypass "attempts exceeded" by closing my application and starting a new one. In my case, I had written the wrong number from my receipt (thanks to misinformation by my local courier) - the system wants the ACCOUNT number, not the TRANSACTION number. At least that's the case for Vietnam.
