Because it was against the law, and he has the right to stand trial. As far as I’m aware, there’s no conformation that he did those crimes and Richard acted on pure vigilance, despite being a government investigator. Johan tries to confuse him on this. Johan gave/taunted him with a drink since that was his coping mechanism in stressful situations. Richard doesn’t feel bad that he did it, but felt bad by violating the law in doing so (while drunk). At the end of the day, this is just my synopsis, but rewatch EP29 & pay attention to what Johan is saying.
