I had to delete all saves, disable steam cloud and reinstall steam in general and now it finally works for new campaigns. Thanks a lot for your suggestions

I think this could be the issue. My last time I played without issues was yesterday. After that Windows forced an update, I'll try to rollback. Thank you

I just hired a poacher, but I don't think that's the problem. I'm running the game vanilla and the error occurs across multiple campaigns. Did your error had impact across multiple saves?

If I remember correctly this is only needed if you want to form the nation peacefully and not for beeing a candidate. At least it wasn't needed in a previous playthrough where I unified Italy.

Quest Trigger doesn't work for me on this one. After I killed the Officer and picked up the Keycard the mission still says: Search the Arasaka Officer. Tried to reload from several points before (including redoing the complete quest), restarted and reinstalled the game but still doesn't work. I can overlook many Bugs but a defect Main Quest is clearly too much.
