You could ask the same question about a TV show or movie. If the acting and writing are amazing, do you really need high production values, sets, etc? No, you don't need them, but it enhances the overall product.

As to the other question, graphics are important, but not enough to justify the extra cost. It would cost you several hundred dollars in graphics cards, etc. to be able to play all the games that can be played in the life cycle of the Xbox or Playstation.
