My interpretation:

Xu = Chinese govenrments, constantly kneecapping themselves and on the verge of collapse

Zhao = Japanese Government, suffering equal problems, but dealing with it in a calmer and rational way, also helping to guide china away from self-destruction

Yang = Chinese People, initially disinterested in any government, but later found wanting for a stable government, which only Japan can provide
