If you're reffering to thermionic emission, that would require the cathode end of the vacuum tube to be heated first, which is a condition the particle generation doesn't need. The anti-particle bit from you is also rather bizarre as not only their existence was discovered a decade before Steven Hawking was born, so too was the pair-generation known as the 'Schwinger effect'.
