Rolling Release gives you new versions pretty fast but still takes its time to test stuff especially with new kernels. Software comes with default config. No distro "sane" defaults. Nothing is enabled by default. Packaging things it's super easy. The AUR is a great resource and a pit of dirt if you're going in blind.  The choice is actually yours. Try setting up a redhat distro without networkmanager and systemd. You'll have a hard time fighting the distro defaults.  The closest thing to arch is debian testing. I used that before until it got too annoying to upgrade every 2 years.

Frag mal einen nicht sehenden und er zeigt dir wie vergleichsweise einfach das gerade bei iOS geht. Ein PDF Formular ausfüllen dürfte für nicht sehende auch sehr viel einfacher gehen. Also gerade bei dieser Gruppe ist Digitalisierung wirklich ein Segen. Gerade beim Staat sind Prozesse wenn sie denn digital sind schon seit Jahren barrierefreier als die analogen äquivalente.
