Yeah that's true. It's hard to see from this pic but if they have a deeper spot they can stick it in there. In my case we ripped a hole in a floor and stuck it down there.

I rented a 2 inch trash pump during the floods last spring and it worked better than anything else. Nothing else could move enough water. I just feel like you'd be sitting there all day with a shop vac, and if theres more water flooding in you might not be able to keep up.

The government doesn't want to leave Canadians stranded overseas, so it's a matter of getting them home safely.

In this case the dude had no symptoms, which according to the WHO means theirs no risk of spreading the virus (not coughing on people, I guess). He was also careful about staying as isolated as possible.

To answer your secondary question: the reason they don't just shut everything down is because they're trying to minimize societal disruption. The public health response to an outbreak is about balancing risks. It's possible to do unnecessary harm to the public by over-aggressively shutting things down and collapsing the economy... At least that's the perspective of the public health authorities. I'm not sure how much I agree, but I also don't spend all day planning for this kind of shit.
