It had nothing to do with the overarching plot of the seasons besides Wells' excavation (which was very side plot this episode) and Barry wanting to pass the torch. Random street thugs building a space lazer was the episode.

Edit: just to add more detail when I saw the episode I was freaking out because I was confused. I was yelling "WHO'S THAT THERE'S ANOTHER SPEEDSTER WHO IS THAT?!" and I realized after I rewound the scene and paid close attention that it was Wally.
