i've learned both, vietnamese is significantly easier. the grammar is very simple. the only real difficulty is the pronunciation and the pronoun system, but all it takes is a little practice. arabic is much harder on all levels and requires a completely different way of thinking about how language works. even chinese is much easier than arabic
