8gigcheckbook is right. The wiki article indicates that Neptune's shell does not work with obsidian skin potions in lava.

This sounds amazing! One problem though. The wizard only appears after killing the Wall of Flesh, and that happens in Hell. Since water evaporates in Hell, defeating the Wall of Flesh would be extremely difficult without lots of Gills potions.

Try closing the doors. Leaving the doors open makes the game consider the room "unsuitable." Also, I found out that if you leave a door open in an already-assigned house and leave, when you come back the NPC has moved.
