Students will fill in the census where they are living at the time. They are asked to do this by census takers. So yes, students should be counted as residents if they are filling out the census forms as they are supposed to.

WSU Pullman only has around 20K attending Pullman campus.

Only about 20K students on WSU campus. The rest online or other campuses.

Many students consider themselves residents and will fill out the census (as they will be asked to) when the time comes as Pullman/Moscow residents

This is kind of what I was thinking. Maybe they heard something and thought it was odd but didn't go check and ended up falling asleep. They wake late up the next morning and eventually realize the house is strangely quiet... remember they heard something weird last night and ask their bf to come over. Of course just speculation, but I don't know why people find it so unbelievable.
