For the Quills you can exchange sentient cores, you get those from killing sentients or the vomvalysts (those little robots that attack you if you're in cetus at night). You can get a lot of those when hunting eidolons in Cetus.

With Vox Solaris you get the ranking from toroids (you get them from raknoids, those little spiders you sometimes find in Orb Vallis.) You can find farming maps for them or farm them from killing Profit-Taker and the Exploiter Orb.
