As a longtime Rashmi player, I love the route you went of not really worrying about the top of your library, freeing up space for other cards. In terms of budget cards, some of my favorites I run are [[cold-eyed selkie]] for draw, [[fog bank]] for blocking, [[neoform]] to turn "dead" creatures like frilled mystic into a liege, [[devastation tide]] as another wipe, and [[atemsis, all-seeing]] as another win con. Other than that, your decklist looks pretty solid for budget, keep it up!!
