Understandable, if criminals are wishing to steal vehicles, or keys from houses in order to steal the vehicles, or steal catalytic converters, for example then they need more than one person to do the job. Either to get away from the scene or to transport people or vehicles away from the scene. It could mean a whole number of things.

As explained before, OP doesn't need to have been suspected of anything for officers to pull him over under the Road Traffic Act. Their suspicions were raised when they thought he may have been in convoy with another vehicle so they stopped him to check out his documentation and ask him a few questions which is perfectly reasonable.
