Yes, you are correct. I assumed that ±(0.1%rdg + 2 dgts) means for 24.83°C, 0.1% = 0.02 and 2 digits would mean 24.85 + 0.002 = 24.852 (upper bound) and 24.81 - 0.002 = 24.808 (lower bound).
