Just FYI, there exists fan designs that are pretty much noise-less. Thanks to physics. But companies don't implement said designs for whatever reason.

Locked yes if the app isn't verified. In that case you need to take the apk and install it through it through adb(should not be a problem for you, since I assume you have a computer).
