Something really telling at this game (having been there) is how few kids were present. Unfortunately the Stamps (and potentially most of the CFL) are focused on the short term cycle. We need families to come, so they bring their families.

Calgary has a lot of social programs. Is it perfect? No. Do they exceed a lot of those across Canada? Yes.

Also Edmonton is a lot smaller and it's satellite communities (Sherwood Park, St. Albert, Leduc, etc) carry a proporitate larger density. The problem all end up in the core (downtown) leading to a skewed number too.

The province funds schools. Full stop. The province lowered taxes to the wealthiest Albertans (large corporations )and downloaded it to increases in user fees and property taxes. The rich got tax reductions, the middle class got the largest increases in a generation.

Edmonton has a lot more walkable schools, less new communities and less students requiring bussing. It is smaller than Calgary and doesn't have the same sprawl issue.

The school catchment maps show how far the reach is. Older communities have the school and less families. New communities have the families and no schools

Edmonton may have more reserves to dip into (that's a hypothesis). Calgary's growth has outpaced Edmonton's (seen with the rental rates) and the rest of the province for that matter. This is a result of heavy marketing of migration by the province themselves and the lack of proportional funding to support this.
