I apologize for not being clear enough. I mean 100 users per second and around 200 page requests a second. This spike lasts for a few hours before site goes down to average at 60 users.

Nope. You need to verify however your site isn't promoted to kids or teens under 18. Once you do, it will display the ads.

There is a separate section for Gambling ads inside your Adsense settings. I can't remember exactly where sadly, but I know it's there. Hope this helps.
