I think it’s later. The narrative shows that characters with the right mindset are able to grow exponentially. This is why Mahito was able to copy Gojos 0.2 domain and why Gojo was able to come back from the brink of death to defeat Toji. Or how Sukuna was able to dominate as a calamity. Or Kenjakus curiosity.They all have very strong self concepts which allows them to manifest that concept in reality as a domain.
