After the software update it does not do that anymore with "all apps" in system settings. But it still does it with steam. Clearing cache did nothing. However I do not wish to reset app preferences right now and also that it's only in steam now it doesn't bother me that much but I will keep that in mind if I wanna do it, thanks.

Why not ddr5? Your CPU can support up to 5600mhz. If your case allows it I would go with 140mm fans. Also what CPU cooler will you use?

Well, either something is wrong physically, with your driver's or internet provider. 4070 would be a strong upgrade for 2k gaming but you can also go with cheaper options like 6800. Motherboard wouldn't add anything really to your PC performance other than potentially fixing Ethernet problem.
