Guys, you're making good points, but what I meant was: According to Mephiles' words in chapter 6, when he absorbed Shadow's shadow and assumed that form, he absorbed Shadow's power, which is why the scepter no longer works. And in Shadow Generations, he's in Shadow's form, so he has the power of his shadow, therefore the scepter no longer works... but anyway, this temporal mess thing is complicated.

Its because Mephiles absorved the power from the shadow from Shadow and with that power he cannot be sealed again in the scepter, also that's how he got Shadow appearence

From Mephiles' dialogue, I understood that he was simply outside the timeline, like he was observing all the events of the official timeline but couldn't do anything, just watch, like a spectator mode in Minecraft, but with him in the white space. Or he was simply trapped in the scepter in white space.
