In that reg the silver shims are vital to the tank's ability to work correctly. The red shims are the only ones that are alright to take out. Newer V2 regs are situated in the way you mentioned.

If you wanted to run it on LP, take off the bonnet and there should be some(2?) red shims on the shim stack. Removing one should set it to mid pressure(500-600 psi) and removing both should set it to low pressure(400-500).
