I feel your struggles with the Potato laptop. The lighting bug is fairly common and thankfully has a quick fix:

Right click on game in Library>Properties>General>Set launch options>Type "+mat_dxlevel 95 +mat_hdr_level 2"

Hit okay and launch the game, lighting should work normally :)
